Pertambahan jumlah kendaraan bermotor dan peningkatan angka kecelakaan merupakan permasalahan yang perlu dilakukan suatu penelitian. Selain itu pengkajian terhadap tingkat hubungan antara uji berkala kendaraan dengan kecelakaan lalu lintas perlu dilakukan sebagai upaya untuk mengurangi kejadian dan mengendalikan tingkat kecelakaan lalu lintas di Kota Cirebon.
Tujuan penelitian ini dilakukan untuk mengetahui karakteristik faktor-faktor penyebab kecelakaan lalu lintas dan tingkat hubungan antara faktor-faktor penyebab kecelakaan lalu lintas dengan kecelakaan lalu lintas yang disebabkan oleh kendaraan bermotor wajib uji di Kota Cirebon terutama faktor kondisi teknis dan laik jalan kendaraan.
Jenis penelitian yang digunakan adalah penelitian berdasarkan analisis deskriptif dengan pendekatan kuantitatif. Analisis deskriptif ini dilakukan untuk mengetahui tingkat hubungan antara uji berkala kendaraan bermotor dengan kecelakaan lalu lintas di Kota Cirebon (deskriptif korelasi).
Kecelakaan lalu lintas di Kota Cirebon selama tahun 2008 sampai 2012 terdapat sebanyak 487 kecelakaan yang disebabkan oleh 111 kendaraan bermotor wajib uji dan 376 kendaraan bermotor tidak wajib uji. Kecelakaan lalu lintas yang disebabkan oleh kendaraan bermotor wajib uji dipengaruhi oleh faktor kondisi manusia 72,07%, faktor kondisi kendaraan 22,52%, faktor kondisi jalan 4,50%, dan faktor kondisi alam 0,90%. Sedangkan kendaraan bermotor tidak wajib uji, kecelakaan lalu lintas dipengaruhi oleh faktor kondisi manusia 72,20%, faktor kondisi kendaraan 20,74%, faktor kondisi jalan 4,79%, dan faktor kondisi alam 0,27%. Faktor kondisi kendaraan pada kendaraan bermotor wajib uji mempunyai proporsi yang lebih tinggi daripada kendaraan bermotor tidak wajib uji.
Berkaitan dengan keamanan dan keselamatan transportasi jalan secara teknis dalam mewujudkan kondisi zero accident terhadap faktor kondisi teknis dan laik jalan kendaraan bermotor wajib uji, maka faktor kondisi kendaraan masih berpengaruh terhadap kecelakaan sehingga menunjukkan bahwa kinerja sistem pengujian berkala kendaraan bermotor belum dilaksanakan secara maksimal dan belum efektif dalam upaya mengurangi kecelakaan dan mengendalikan tingkat kecelakaan di Kota Cirebon. Hal ini dapat dijelaskan pada kendaraan bermotor wajib uji bahwa faktor kondisi kendaraan yang mempengaruhi tingkat kecelakaan lalu lintas sebesar 0,031, sedangkan faktor kondisi kendaraan pada kendaraan bermotor tidak wajib uji sebesar 0,012. Meskipun tingkat hubungan antara uji berkala kendaraan bermotor dengan kecelakaan lalu lintas di Kota Cirebon sangat rendah, namun faktor kondisi kendaraan bermotor wajib uji lebih tinggi sebesar 2,583 kali atau158,33% dari kendaraan bermotor tidak wajib uji.
