Al-Haafiz Ibn Hajar Allaah said, "is ' you guys have strong evidence of Allah over their culpability it ' is the evidence unequivocally from verse or Hadith sahih that did not receive the ta'wil. Consequently, there can be rebellious to them in their deeds that still contains the possibility of ta'wil. " (Fath al-Bari [13/14]). Shaykh Ibn Baaz said, "... except when the Muslims have seen real disbelief that they have strong evidence of God about it, then why not do a rebellion to this ruler to get rid of it with the terms when they have adequate capabilities. As for when they do not have that ability then shall they rebelled. Or in case the rebellion then-alleged strong-will arising damages more dominant, then they should not rebel for the sake of maintaining the benefit of the community at large.
