al-Hafizh Ibnu Hajar rahimahullah berkata, “Yang dimaksud dengan ‘kalian memiliki bukti kuat dari sisi Allah atas kesalahannya itu’ adalah adanya dalil tegas dari ayat atau hadits sahih yang tidak menerima ta’wil. Konsekuensinya, tidak boleh memberontak kepada mereka apabila perbuatan mereka itu masih mengandung kemungkinan ta’wil.” (Fath al-Bari [13/10]). Syaikh Ibnu Baz rahimahullah berkata, “… kecuali apabila kaum muslimin telah melihat kekafiran yang nyata yang mereka memiliki bukti kuat dari sisi Allah tentangnya, maka tidak mengapa melakukan pemberontakan kepada penguasa ini untuk menyingkirkannya dengan syarat apabila mereka mempunyai kemampuan yang memadai. Adapun apabila mereka tidak memiliki kemampuan itu maka janganlah mereka memberontak. Atau apabila terjadi pemberontakan maka -diduga kuat- akan timbul kerusakan yang lebih dominan, maka mereka tidak boleh memberontak demi memelihara kemaslahatan masyarakat luas.

Al-Haafiz Ibn Hajar Allaah said, "is ' you guys have strong evidence of Allah over their culpability it ' is the evidence unequivocally from verse or Hadith sahih that did not receive the ta'wil. Consequently, there can be rebellious to them in their deeds that still contains the possibility of ta'wil. " (Fath al-Bari [13/14]). Shaykh Ibn Baaz said, "... except when the Muslims have seen real disbelief that they have strong evidence of God about it, then why not do a rebellion to this ruler to get rid of it with the terms when they have adequate capabilities. As for when they do not have that ability then shall they rebelled. Or in case the rebellion then-alleged strong-will arising damages more dominant, then they should not rebel for the sake of maintaining the benefit of the community at large.

Consequently, it can not rebel against them when they act it still contains the possibility of ta'wil. "(Fath al-Bari [13/10]). Shaykh Ibn Baz rahimahullah said, "... except when the Muslims have seen a real disbelief that they have strong evidence of God's hand on it, then why do not revolt against this ruling to dismiss the condition when they have sufficient capacity. And when they do not have that ability then do they rebelled. Or when an uprising then -diduga stronger- damage will arise more dominant, then they can not rebel in order to preserve the benefit of society at large.
