Upaya pemerintah terhadap pengembangan sumber daya manusia dalam meningkatkan kinerja Sekretariat Daerah Kabupaten Kotawaringin Barat semakin ditingkatkan, namun masih banyak kelemahan dan masalah dalam bidang sumber daya aparatur pemerintah daerah, antara lain di bidang kualitas. Pemerintah daerah masih diperhadapkan dengan masalah masih banyaknya aparatur yang belum memenuhi kompetensi dan profesionalisme yang memadai dengan bidang tugas masing-masing, seperti tingkat pendidikan yang belum memadai, belum memiliki keahlian dan keterampilan yang cukup. Untuk mengatasi kondisi sumber daya aparatur yang demikian itu diperlukan upaya-upaya yang sistematis dalam meningkatkan kualitas sumber daya aparatur pemerintah di Sekretariat daerah Kabupaten Kotawaringin Barat agar lebih mampu bekerja secara optimal dalam melaksanakan tugas.
